(Graphic by Eric T. Styles) A man and a woman were arrested on suspicion of aggravated assault-related charges after an argument on Conti Street led to an incident in which one of the suspects is accused of shooting at a random motorist Saturday night.
The incident occurred at 11:30 p.m. when a man and woman, identified as 43-year-0ld Jose Pablo Villa Cruz and 31-year-old Christie Paniagua, began arguing in the 700 block of Conti Street, according to New Orleans Police.
During the argument, Cruz took a gun out of the female’s purse and waved it towards a nearby female victim sitting inside of their vehicle.
The victim exited the car and fled towards the police station, with the male firing several shots towards them, according to New Orleans Police.
New Orleans Police officers, including the mounted patrol, arrested the two suspects on Bourbon Street without injury.
Paniagua was booked into Orleans Parish Justice Center on suspicion of charges including disturbing the peace and illegally carrying a weapon. Her bail was set on $7,500 following a Dec. 13 court appearance, according to records.
Booking information was not immediately available for Cruz.

Officers responded to a report of a man, identified as 37-year-old Eddy Roche, who shot a gun at a person as they tried to enter a residence in the 500 block of Dauphine Street shortly after 8:34 a.m., according to NOPD Superintendent Shaun Ferguson.
Roche was arrested following the roughly 4-hour standoff and booked into Orleans Parish Justice Center on suspicion of two counts of aggravated assault with a firearm shortly after 11 p.m. No bail amount was listed Saturday morning.
New Orleans Police are investigating a shooting that injured two men on Canal Street Saturday.
Officers responded to a report of a shooting in the 500 block of Canal Street shortly before 2 a.m., according to New Orleans Police.
Upon arrival, officers located two adult males who sustained gunshot wounds and were transported to a local hospital via ground ambulance.
Updated, Dec. 16, 2020, 5:43 a.m. CST: The shooting was a result of a fight between the two males, who were not identified, according to New Orleans Police.

(Photo: Quinn Dombrowski | CC Flickr) A French Quarter tour operator is accused of more than 100 counts involving child pornography after he was arrested last month as the result of a statewide investigation into child sex crimes over the internet.
Charles Howell IV, 61, of Terrytown was booked into Jefferson Parish Correctional Facility Nov. 30 on suspicion of 150 counts of child pornography, according to online records.
Update, Dec. 8, 2020, 9:20 p.m. CST: The Quarter Rat has replaced the original featured image in the story at the request of Haunted History Tours owner Sidney Smith, who confirmed that Howell had once worked for his company in the past before he was fired.
Howell posted $50,000 commercial bond on Nov. 28, but was arrested again two days later, on Nov. 30.
His case has not yet been assigned a judge as of Dec. 8, court records show.
Howell was among at least eight men arrested by agents from the Louisiana Department of Justice’s Cyber Crimes Unit following a joint investigation between state and local law enforcement agencies, including the state Bureau of Investigation and Jefferson Parish Sheriff’s Office, according to Attorney General Jeff Landry.
Recently, three arrests were announced on Nov. 23; while five, including Howell’s, were announced Nov 30; and another arrest was announced Dec. 7.
“Policies have consequences, and one consequence of the governor’s shutdowns and mandates is an increase of online activity – including internet crimes against children,” Landry said, adding the Cyber Crimes Unit has seen a 200% increase in online sexual predator cases since the COVID-19 health emergency was declared. “While understaffed and overworked, my team and our law enforcement partners continue working tirelessly to find and apprehend criminals who produce, possess, or distribute sexual abuse images and videos of children.”
Known as “Lord Chaz,” Howell conducted ghost and vampire tours throughout the French Quarter. A permit is required to operate as a tour guide in New Orleans.
Often claiming to be a vampire, Howell is known for rarely leaving character and his performances have received high reviews among tourism rating sites, including TripAdvisor, which shows his most recent review was posted three weeks ago.
